Take the top 20 guys and put them on either Raw or SmackDown....... Sadly, it's only an Austin and Taker away from being that way. Why isn't HBK listed there, though? He'd be good for Smackdown. Hence the 'entertainment' But everyone knows Vince likes the Sport Entertainment aspect of wrestling and thats why Raw is what seems like 95% interviews, skits and nonsense. I'm sure SOMEONE could cut a promo of at least decent quality once a week to qualify a 3.0 rating. Besides it'll give HHH more reasons to give Vince why he keeps the title.
