I had to pick D'Lo: He held it more times, had a persona designed around the title (hailing from a different Euro city each show, claiming that tourism went down when he lost it, etc), plus it made him.

Firstly, he is very flexible as shown by his movements and warm-ups. Plus, hes been taking head and neck bumps for years. The man knows how to do it without doing serious damage. Wouldnt be suprised if HHH suggested the spot though.
