It's really strange when stuff like this happens because it's not "supposed to," kinda like an accident you can see coming but can't prevent. All you can do now is make a wish to the Cancer Fairy and go on. Although if anything like this happens again, and you aren't able to write down/memorize the plates try telling 9-1-1, if you reach them, the plate number of the car harassing you -- I'm sure they record all incoming calls...
