What the F is wrong with my computer?

There is a screen on top of my desktop, it looks exactly like my desktop except you can't click on anything. You can move it but the screen gets all blurry and shit. I can still click on internet behind it though when I move it, that's how I'm talkin to yall now

Help, please?
