WCW and the WWE were two completely different places. If the blow-off were to happen at Starrcade you'd just have people bitching about how Hogan MADE Starrcade like he MADE Wrestlemania and how he was trying to make WCW like the WWE - Hogan wanted WCW to be its own company and stand on its own ground on its own two feet. He knew that Sting/Hogan had legs that could go well beyond 1997. He was doing the best for the company.
