My scroll bar keeps shifting up and down

My scroll bar for IE has been automatically scrolling (usually just down) whenever I am viewing a site. I ran Norton and the Spybot and booted all the junk but the problem persists. Should I just use a different Adware program or could the problem be deeper? Any one else had this problem?
