I was just thinking, since most banned posters have their accounts deleted, that leaves that particular username available for use, doesn't it?

 

So, if I signed up using one of the Brains deleted accounts, would all of the "unregistered" posts by that username become valid again, thus giving me an inflated post count?

No. The username goes into the ban filter as well.
