how Can I Re-Encode MP3's...

My MP3 player only has 128 megs of space available, yet a lot of my MP3s are 196kbps files. So a lot of the times, I want to put some songs on my player but they wont fit. What file or program can I re-encode MP3's with (for free), so that I can turn them into a lower bitrate?

MusicMatch Jukebox has a converter that can be used to reduce the bitrate. Works pretty well, and I think it's included in the free version of the software.
