I expected a 4.0 given the title situation, which may spell bad for the WWE if the fans believe who holds the belt doesn't matter (if you want to extend that, the fans may believe that HHH will get it back no matter what, as has been the case often). There are only three ways to really do good booking: Epic, Episodic, and Crash. The first two rely heavily on build up and pay off, the third just keeps "paying off" over and over again. (Uh oh, 2 negative HHH references in 1 thread, better watch out....) I wish Jericho could have been in the mix more. Granted, I didn't catch Raw last night, but it didn't sound like he was even contending for the title. They should have had him pin HHH so he could get involved in the mess (really, it should have been a singles match and Hunter could get pinned clean and not lose the belt). He is virtually guaranteed his own segment every week, and gets involved somehow in just about all of the main storylines. Those 'extra' commercials they do during dead time can be better spent with a little more on-air fan interaction. Every episode of RAW should make you want to see the next. While every episode of Raw should leave you wanting to see the next one, there are ways of doing that without having to constantly go to the cliffhanger route. I'm not talking about not creating questions that people will want to see answered, I'm talking about the cliffhanger-type endings like with the World Title situation from last week. There is a difference between leaving people wanting to see the consequence to an action, like a turn, than leaving them waiting to see the conclusing of an action, like a disputed ending to a World title match. Too many endings of, "Oh no, what happens next ?", and it becomes annoying. You don't need to constantly go to a typical cliffhanger to make people want to tune in again next week. Seeing as they made it clear at the start of the show that there would be no title resolution until next week, I think it is a good sign if the rating held up for the whole show after Vince made that announcement.
