While he was a talented player, winning the 1980 Rookie Of The Year award and helping the LA Dodgers win the 1981 World Series, he's mainly the punchline of the MLB's suspensions for substance abuse, which saw him receive seven separate "lifetime suspensions" during his career. No toxicology has been released yet, but I'd say it's probably a 75% chance of a "yes" on that question. Howe had gotten in a motorcycle accident in Montana in the last few years in which he ended up with a DUI, so he still had his demons. EDIT- That DUI was about 8 years ago, so he MAY have shaped up since then. I doubt it, though.
