I hate to explain jokes, but Gubment cheese was excess cheese given to welfare folk during the Reagan administration and tended to give people diarrhea. I'm late, but Gubment cheese, which, much like Clemens, leaves a bad taste in your mouth on the way in and a sore ass on the way out.
