Most people on the board either

 

1 - Want to be in the establishment, or

 

2 - Are friends of some part of the establishment and therein near-members, though not.

 

Therein, it would make sense that most would say thee nay, as the Establishment is like a mafia to which all have connections. So, the vote would naturally be skewed by all of the people who suffer from the two predicaments mentioned above.
