Jones, Brock, etc. Maybe because of the way Rocky was treated when he was getting his uber-push. However, guys he didn't really give a shit about, I think maybe it's left up to persons like Steph or Heyman, who may pitch ideas back and forth with the wrestler. Remember how Mick Foley mentioned he met with Vince to come up with his character--maybe he does something like that, too, but Vince seemed pretty deadset on him being heel when he started in WWF, so maybe he leans towards heels anyway.

With all his Monsters, he figures logically that They would be better served as heels. I can't remember the last person built as a face in WWE? Steiner I guess but he was already established in the Wrestling Community...

That explains the Raven/Stevie/Hurricane/Trish/Victoria/Jeff Hardy storyline. And it also explains all of the Big Shows turns. The monkeys love to fling crap at the Big Show.

Yeah, but there is a more glaring problem than that. The fact that they failed to get over much so many times that they thought turning them was the answer...so that failed more and more times. Although Show has better mic skills than Test, and has a better excuse for sucking than Test does.
