Jones, Brock, etc. Maybe because of the way Rocky was treated when he was getting his uber-push. However, guys he didn't really give a shit about, I think maybe it's left up to persons like Steph or Heyman, who may pitch ideas back and forth with the wrestler. Remember how Mick Foley mentioned he met with Vince to come up with his character--maybe he does something like that, too, but Vince seemed pretty deadset on him being heel when he started in WWF, so maybe he leans towards heels anyway. With all his Monsters, he figures logically that They would be better served as heels. I can't remember the last person built as a face in WWE? Yeah, but there is a more glaring problem than that. The fact that they failed to get over much so many times that they thought turning them was the answer...so that failed more and more times.
