Actually, what he's doing isn't allowed in NHB either. He may not be flaming, i.e. directing spiteful comments at a specific person... but he's most certainly trolling, i.e. knowingly posting something designed to get a negative reaction out of people. And as I said, that's established as not being allowed in ANY of the folders.
