And, they already had the interaction of the two GM's on RAW, so have Vince come out pissed off that Heyman just let Benoit go(without Vince's approval), and thus making the brands uneven in talent. Face it, it would take over 20 Ortons to match up to a SINGLE Benoit! Ok, so why didn't he say any of that? As given, Vince had no reason to be out there at all.
