Hart claimed that he worked in D.C. because he wrestled there, his merchandise was sold there, and his matches were shown there. Hart's career ended there in December of 1999 due to a kick to the head from Goldberg. WCW opposed his claim, stating that he worked in Georgia (where he signed his contract) and therefore was covered by Georgia law. It was ruled that Hart did not work in Washington D.C.
