I think London had won a Four Way for the title shot beating Kid Romeo, Jason Cross and Punk. And Punk was looking for an in with Raven, so it made sense. Besides, I thought it was pretty cool. Especially when Tenay goes on about his 'Raven Impression' and then Don West says 'It's a pretty good one' . . . the way he said it was gold!
