Why did they never feature a "cents" sign on the keyboard?

Because it's pretty much useless.

 

$10.78 doesn't require it, and to properly define cents, it's supposed to be $.50.

If you really want a cents sign, hold the Alt key and type 0162 on the keypad.

Because the keyboard becomes increasingly more complicate with each symbol. German keyboards have four commonly used letters that US-American ones don't. (ÖÄÜß to be specific) and they also feature some lesser often used symbols. Such as § ° µ and of course the Euro symbol €.

 

That means I have to hold down the right alt-key and hit Q to get an @. Really, it just makes things more complicated.
