Pizza Hut's sauce is kind of strange-tasting to me. I'd have to agree that Papa John's probably has the best normal-priced pizza. Romo's Pizza (Luca Pizza, for those outside of my town...the Romos actually work in this one) is more expensive, as is Royal Feast pizza. I'm not sure if Art's is a chain outside of my town, but theirs is pretty good, too.
