The Filthy Animals were heels during the New Blood vs. Millionaire's Club feud, which I guess made Rey a heel by defauly since he did take part in a beating on Hulk Hogan once.

Watch the ECW DVD. Paul Heyman says they were pumping so much power through the little junky ECW Arena, that a transistor blew 13 seconds after the PPV went off the air. I think after that, WWE running any kind of live televised show from there is out of the question.
