You see, Vampiro, during his battles with Sting, wanted a partner to help him easily destroy Sting. During one of their matches, Vampiro took some of Sting's DNA, and then mixed it with some of his own in a cloning facility. Hence, Static was born. However, Vampiro was gone before he could unleash Static.
