This way, they can charge two different advertising rates, since the second hour of Raw is generally the higher-rated hour. The almighty dollar is behind this, I'm pretty sure. Have you ever seen the ads where they claim that 30 million (whatever the number) people watch Raw? Well basically this lets them count everyone who watches all of Raw twice (ex.
