Why are the 2 hours given a different rating?

Advertising dollars. WWE bills Raw as two separate one-hour shows. This way, they can charge two different advertising rates, since the second hour of Raw is generally the higher-rated hour.

 

The almighty dollar is behind this, I'm pretty sure.

The thing about MTV is that nobody rushes to see a show the first time it's played at it's normal time slot...because you know that it'll be repeated 1000 times over the weekend.

I also think, for Raw, it makes it so they can claim more viewers. Have you ever seen the ads where they claim that 30 million (whatever the number) people watch Raw? Well basically this lets them count everyone who watches all of Raw twice (ex. Vince McMahon will tell you 6 million+ people watched wrestling on Monday).
