I read it different... looks to me like he meant to say it and the spokesperson is just covering up by using the "he doesn't mince words" line so it's okay for him to let loose with profanity (I don't really care but at least admit it) and I agree with Mike on this one. It's obvious.

To paraphrase his speech on it, with a terrorist country, they are ALWAYS an imminent threat.
