Did Shawn get boo'ed or was HHH pop just louder? To be honest, I wasn't paying attention when Michaels came out. No HBK chants so far (well as far as I heard).

WrestleMania is viewed as WWE's biggest PPV. As such, the World Title Match at WM is usually the match with the most build up. World Title + build-up = main event. Bad Blood is a minor, Raw-only PPV. In the case of "minor" PPVs, the main event isn't always the match with the biggest amount of build-up (see IYH: Revenge of Taker, IYH: Canadian Stampede, IYH: Ground Zero, IYH: Rock Bottom, St. Valentine's Day Massacre, Armageddon '99, etc).
