Isn't waiver priority based on draft order, though? That would give people who are supposed to be picking first an advantage. Again, I realize this isn't perfect, I'm just throwing stuff at the wall right now.

How about, if it's getting close to crunch time and we're still a few rounds left, just input the teams as they stand and let everyone just pick who they want off of waivers. It's obviously not perfect, but it may be easier than a chat.
