Is Arlington considered part of D.C.?

I'm going to be moving to the D.C. metro area with my girlfriend in a little over a month. I was just wondering if there was anything I should know about the area. I thought there was some sort of card or pass that residents could purchase for the Metro, but I'm not sure if that's correct or not. Also, where do we avoid going if we don't like being shot at? Thanks.
