He used to do gainers off the diving boards as a kid, then when he got into wrestling, he thought about doing it, but didn't think that it was possible...until he saw Lyger do it. Then, Billy started doing the SSP. He said he tried to do it like Lyger, but couldn't tuck himslef in, or something to that effect. So now, he has his SSP, and everyone else has it Lyger style.

He then said that he didn't even know if the SSP was possible in the ring, until he saw a Jushin Lyger match where he performed it. At that point, they showed a brief shot of Lyger.

I wasn't watching closely enough to tell, but didn't they only show WCW Lyger footage? And did Lyger ever use the SSP in his WCW runs? I don't think they're allowed to show anything from NJ, although I do recall seeing some footage of RVD diving onto Misawa in an All Japan ring from the aforementioned piece which included the Giant Baba name-drop.
