It's Tubo Teen. The thing was he would turn into a car when he got hot and then turn back when he got cold. Water was used a lot though to turn the trick.

Turbo Teen was pretty painful to watch at times. At times, it was decent, but most of the time it was boring as fuck since it was the 80's and damn near everything was predictable back then.
