Were they votes or nominations? CBC's website makes it about as clear as mud. Nominations/votes, whatever. Only 140,000 or so people "nominated" Great Canadians. The top 100 list (the 100 is available at CBC's website) is based on the order of number of "nominations" or votes that someone received. The top ten nominees however, are somewhat reshuffled so to speak, and voting starts for them now.
