Why is that. Go into settings and then into your profile and one of the options is voice output, set it to xbox communicator only and you should be good to go.

When playing teams, yeah. If you're saying Team CTF for example and an opposing team's player does not use the white button which lets talk to your team and your team only, then you hear the other team depending on how close you are to them.
