Overuse of "quotation marks"

As seen on the bottom of my last pay stub:

 

CHRISTMAS DAY/Saturday, December 25 and >>> BOXING DAY/Sunday, December 26, ONTARIO ONLY <<< and NEW YEAR'S DAY, Saturday, January 1, 2005 : If you "meet the Statutory Holiday Pay requirements for your Province", the money will be Direct Deposited to your account by Friday, January 14, 2005..... PLEASE NOTE: The "deposit" for your Holiday Pay, will be "seperate" from your regular Weekly Pay deposit..... Stat Pay is based on an "average" day, which is calculated by taking 1/20th (=5%) of your "regular earnings, excluding overtime", in the 4 weeks before the Holiday..... Do not enter "hours" on your timeslip for the day of the Holiday, unless you actually "worked" that day. Instead, enter the word "Holiday"..... ENJOY THE HOLIDAY AND THANK YOU FOR CHOOSING MANPOWER!

Maybe the person who wrote that "HAS BAD HYGENE" or "SCARES LITTLE CHILDREN". Maybe they " DON'T ALWAYS WIPE THEMSELVES PROPERLY" or "LETS THEIR SCABS HEAL".
