If the fans are still cheering for him, then yeah, it's obviously not their fault that he's not getting pushed. I mean, Orton got a few face pops as a heel, so they turned him face and he promptly lost his heat, yet they continued to shove him down our throats and put him over guys he had no business going over. Meanwhile, guys like Booker and RVD come in and have maintained face heat that Orton wishes he could have (not so much Booker as RVD, though), and they're feuding with Heidenrich and Rene Dupree. A prime example of the WWE not listening and just pushing whoever they want.
