Does anyone have or know of a good windows-based Sega Genesis emulator?

Basically it's GTA3 just set in Miami in the 70s, but now with motorcycles. It was actually set in the 80s. Either way, I don't think it's as bad or overrated, as some of these guys are making it out to be.
