Dick Tracy is an awesome, awesome movie that's severely underrated. It has an 'old' movie feel despite being made in 1990. I remember buying all the action figures and the wristwatch transmitter thing. Hell, I even got my hand stuck in a gumball machine whilst wearing the watch.
