They were able to turn the Phil Hartman episode into more then just 'A Very Special Episode' which is why I don' think it warrants it. Instead of turning it into a schamltz-fest, the episode is really funny, and perfectly captures how the WNYX crew would react to the passing of Bill McNeal. The scene where they read his letters, especially the one to Matthew, is very difficult to watch.

The show got a 22 episode order for Season 3.

It's because they don't have enough new episodes of The Office to keep up with Earl and ER. They were originally going to have the finale by now, but b/c the show is getting popular they ordered a few more episodes to drag it out till May, so there's going to be a lot of reruns. This is all b/c of Carrell doing Evan Almighty.
