*Sighs* Ok since it seems like an obscure reference, I will explain my comment. Jericho did an interview with a magazine, where he was being candid on WWE stuff. They asked him why he was portrayed like such an idiot in the Mania feud with HHH, being Stephanie's servant of some sorts, dog walker, whatever. He said that he actually pitched an idea that while HHH was gone with the quad tear, that Stephanie would have been cheating on him with Jericho. Well of course, the idea got nixed/changed into what we saw. The reasoning for the change, is that HHH isn't the kind of guy whose wife would cheat on him.

Somewhere, EHME is nodding knowingly.

I'm sure if they're paying Kiefer all that money, they can scrounge up some money for a change of location. And it's not like they even have to go out to Washington. Just build a couple of sets to resemble it.
