Actually: Owen/Austin/Rock were all great IC Champions, or in Austin's case, a super over talent capable of holding it. But the reigns of Mero, HHH, and Rocky Maivia gimmick were awful. The belt died when Shamrock and Billy Gunn got it, then Road Dogg, Goldust, Godfather, Jarrett, Edge, etc. within weeks of each other.

At IYH: It's Time, they retconned the Perfect/HHH/Mero angle and during the video package for HHH Vs. Mero, made it look like HHH rammed the anvil case/storage contained on Perfect AFTER he won the belt because he "didn't need him anymore", when in reality Perfect pulled out of the company because his "back was acting up", despite being made to look strong against Goldust and HHH at IYH: Buried Alive. Russo BURIED Perfect in that month's magazine for basically being a pussy, he claimed.

Mero's reign was the beginning of the death of the IC title and it was never the same, IMO.
