Dude, that is what happened last year. HHH was in the premier feud without a belt while Kane was in the secondary feud with the belt. And if you throw in the HIAC match, I think even the thickest of people will remember something strangely similar happening almost exactly a year ago. So what? The symmetry of screwing faces out of the title at Survivor Series 8 years in a row didn't bother the WWE, nor did having a face win the Royal Rumble for 20 years, so I don't see why similar main events for the June/July PPVs with different results should bother anyone. The problem with keeping Austin around is that sooner or later the fans are going to want to see him wrestle, and he can't do that, beyond one match, maybe two if he's lucky. All he can do is give Stunners to people, and that's not something you can work with a whole lot outside of leading to that one match that he may not even be able to go through with.
