We've arrived at a time that it's "cool" to cheer the Heels like Jericho and Angle. So you turn Cena and then he's a Heel and he gets cheered, might as well keep him Face and Angle gets cheered as a Heel. It doesn't make a difference really. Cena will keep selling merchandise.

It's to make the crowd boo Angle even more to get Cena over as a Face. It's a desperate move. But the thing is Cena is probably scheduled to go to numerous events and appear on TV shows to promote the WWE. They are trying to make him the next Hogan a bit as well, so they can't afford to suddenly change everything and make him a Heel. He has loads of merchandise out, he's got the Chain Gang Fanclub coming and that ofcourse needs to sell. They think that if they turn him Heel he won't sell anymore and it would be wasted money.
