As far as I can remember, it was designed to counteract racism in culture. If it is truely designed to help those from impoverished areas with low access to textbooks and a so-called culture of sloth (as the article had a quote mentioning) then take the skin color out of it. There are more broke ass uneducated crackers in this country than anywhere else. And they don't get any help just because other white people have it so much better. I remember at NYU my freshman year I said something using the word "african-americans" and my black roommate stopped me saying "Do I LOOK African?" But, honestly, it is hard for me to judge.
