Even though the cops would get annoyed at tending to the bus every day, the best punishment for these little shitheads would be to delay their trip home. You know, "oh, call the cops again, they're not going to do anything anyway" type of thing. I personally believe that kids need punishment if they're going to act up, and I can't think of any better way to scare them straight then to give them a good slapping if they act up.
