I would pm him and just ask him to tone down the topic starting and if he keeps it up, restrict his account from starting topics. This sort of fast actin' Tanactin banning usually suggests Leena, but unless she was trying really hard to assimilate by posting the cards of potential "Pick Your Big One" cards in the 24/7 folder (like a newb would do for no apparent reason since it was already discussed), I don't see it.
