In 2003, 35.9 million people were in poverty, up 1.3 million from 2002. Poverty rates remained unchanged for Hispanics, non-Hispanic Whites, and Blacks, although it rose for Whites and Asians From the most recent trough in 2000, both the number and rate have risen for three consecutive years, from 31.6 million and 11.3 percent in 2000, to 35.9 million and 12.5 percent in 2003. NoCalMike 0 Report post Posted August 27, 2004 Did you know for a 4 person family, I think it is under 18,000 to be considered poverty. That is silly.
