ROMS are technically illegal to have in the first place, so anyone who wanted to make something that was specifically just for these would have a lot of copyright issues. Apple masks any illegal activity by allowing iPod users to purchase legal copies of most songs. There's nothing legal at all about emulation. The general law brought by the emulator creators is that you can only play the game if you own the hard copy of the game itself. If that is the strongest argument that emulation has, there's no way that something legal will come out. Just get a PSP.
