They did the same thing in the 80's. Usually they'd have the title match or whatever first and have filler for the last half hour, since the show was on late. Since this is prime time and the WWE is still acting like it's the Monday Night Wars, I'm sure Shawn vs. Shane will be last, with the beer drinking contest at the start of the 2nd hour.
