At the same time, it sounds like an attempt to absolve the defense from any blame if they fail to prevent the first offense from scoring, which is ridiculous "You can't blame us! Our offense didn't even take the field!" If the proportion was 80-20 or 70-30, then I'd sound the alarm, but that's still half (possibly less) the time that the other offense does get their chance on the field.
