Obviously they're not a historically great team like Dallas, GB, or SF, but they're not one of those historically bad teams that stick out in your mind, like the Cardinals, Bengals or orange creamsicle Bucs Really, if you look back at their team history, you'll see a lot of 9-7, 8-8 and 7-9 seasons.
