No. In his best year ever, he still only managed 8th or 9th in the NFL in passer rating and threw 15 picks. And that was with a quite explosive pair of receivers. I am not saying he is bad or is not capable of a Rich Gannon career revival, but a decent QB who lead a team to an 8-8 record isn't enough to me to stop Palmer.
